Why has Barça still not been able to register Jules Koundé?

The activation of the fourth and last lever, has allowed Barça to register six of the seven signings made during the winter market.

Robert Lewandowski, Raphinha, Andreas Christensen, Franck Kessie and the 'renewed' Sergi Roberto and Ousmane Dembélé will be available in Xavi Hernández's squad in their La Liga opener against Rayo Vallecano.

The only signing Barça hasn't been able to register despite the 868 million received from the activation of the four levers (sale of 25 percent of the television rights for the next 25 years and 49.5 percent of Barça Studios) is Jules Koundé.

Through the activation of the famous four levers or 'palancas', Barça has managed to get out of the excessive template cost limit (LCPD), which allows them to sign already 1:1, without being bound by the 1:4 or 1:3 fair-play regulation.

Under the 1:1 rule, for 'every euro that goes out, another can come in' is what applies to Barca now.

But the Blaugrana club still needs to reduce salary bills to deal with the registration of Koundé and other possible signings that are yet to come, such as Marcos Alonso, who has an agreement but is waiting for Barça to resolve this situation, or Bernardo Silva.

According to Sport, in order for Barca to register Kounde, 'Barça must release one of two players who do not fit into Xavi's plans, Martin Braithwaite and Samuel Umtiti. The alternative is to accept one of the offers on the table for Frenkie de Jong, Aubameyang, Memphis or Dest.

If the above options fail to materialize, Barca has the option to re-open negotiations with Gerard Piqué and Sergio Busquets for the reduction of their salaries. Barca expect to resolve this situation today - the deadline to register players for Matchday 1.
